IMSAS 란?
Introduction to IMSAS

IMO는 해사안전 및 해양환경보호를 위해 국제협약을 제·개정하고 국제협력을 증진하기 위해 설립된 UN 산하 전문기구로서, 회원국이 IMO에서 제정한 국제협약에 가입 또는 비준 하면, 회원국에게는 국제협약의 조항을 국내법으로 도입하고 실제로 이행하여야 하는 의무가 발생합니다.
As a specialized agency of the United Nations, International Maritime Organization (IMO) establishes international regulation and enhances cooperation in international shipping. As ratifying or becoming Party to IMO instruments, Member States have primary obligation to appropriately incorporate them into their national law and ensure the implementation of the convention and other instruments to which they are party.

IMO 회원국감사제도(IMSAS)는 이처럼 회원국이 국제협약을 얼마나 효과적으로 국내법으로 도입하고 이행하고 있는지를 포괄적이고 객관적으로 평가하기 위한 제도로서, ‘07년 자발적 IMO 회원국감사제도(VIMSAS)가 도입된 이래로, ‘16년 1월 1일 IMO 회원국감사제도(IMSAS)로 강제화 되었습니다.
The IMO Member State Audit Scheme (IMSAS) commenced as a voluntary Scheme (the Voluntary IMO Member State Audit Scheme; VIMSAS) in 2007 and became a treaty obligation on 1 January 2016. It aims to provide audited Member States with assessment of their performance in compliance with the instruments they are party to in a comprehensive and objective manner.

IMO에서는 174개 회원국 및 3개 준회원국에 대해 7년주기로 감사를 시행하고 있으며, 우리나라는 2021년 7월 IMSAS 수감예정입니다.
Currently, 174 Members States and three Associate Members are required to undergo IMSAS within the 7-year audit cycle and Korea is expected to be audited in July 2021.

Under IMSAS, it is assessed how effectively Member States administer and implement six major IMO instruments.
